This fact sheet provides guidelines on hand hygiene during an influenza pandemic.


Hand Hygiene: The Best Defence
Proper hand hygiene is the cornerstone of infection prevention and control during an influenza pandemic. Influenza viruses can live on hands for up to five minutes and on hard surfaces for up to two days. Therefore, it is critical that you clean your hands often to keep yourself and others healthy.
Alcohol-Based Hand Rub
Alcohol-based hand rub is the preferred method for decontaminating hands. Using alcohol-based hand rub is better than washing hands (even with an antibacterial soap) when hands are not visibly soiled. However, hand washing with soap and running water must be performed when hands are visibly soiled. If running water is not available, use moistened towelettes to remove the visible soil, followed by alcohol-based hand rub.
Hand Washing
Most transient bacteria present on the hands are removed during the mechanical action of washing, rinsing and drying hands. Hand washing with soap and running water must be performed when hands are visibly soiled.
When Should Hand Hygiene Be Performed?
Hand hygiene must be performed:

• Before and after contact with a patient.
• Before performing invasive procedures.
• Before preparing, handling, serving or eating food.
• After care involving the body fluids of a patient (e.g., assisting patient to blow nose, toileting the patient or doing wound care) and before moving to another activity.
• Before putting on and after taking off gloves.
• After personal body functions, such as using the toilet or blowing one’s nose.
• Whenever a health care provider is in doubt about the necessity for doing so.
• When hands accidentally come into contact with secretions, excretions, blood and body fluids (hands must be washed with soap and running water).
• After contact with items in the patient’s environment.
Factors That Influence Hand Hygiene
The following factors influence the effectiveness of hand hygiene:

• Condition of the skin: intact skin vs. presence of dermatitis, cracks, cuts or abrasions
• Nails: natural nails more than 3-4 mm (1/4-inch) long are difficult to clean, can pierce gloves and harbour more microorganisms than short nails.
• Only nail polish in good condition is acceptable.
• Artificial nails or nail enhancements are not to be worn by those giving patient care as they have been implicated in the transfer of microorganisms.
• Jewellery: rings and bracelets hinder hand hygiene, and should not be worn for patient contact; rings increase the number of micro-organisms present on hands and increase the risk of tears in gloves.
Hand Hygiene Agents
Alcohol-based hand rubs:

• Are recommended to routinely decontaminate hands in clinical situations when hands are not visibly soiled.

• Provide for a rapid kill of most transient microorganisms.

• Contain a variety of alcohols in concentrations from 60 to 90 per cent.

• Are not used with water.

• Contain emollients to reduce skin irritation.

• Are less time consuming than washing with soap and water.

Liquid or foam soap:

• soap must be dispensed in a disposable pump dispenser

• soap containers are not to be topped up, as there is a risk of contamination

• bar soaps are not acceptable in health care settings except for individual client/patient/resident personal use.

• antibacterial soaps may be used in critical care areas such as ICU, or in other areas where invasive procedures are performed.

Techniques
Alcohol-based hand rub:

• Remove hand and arm jewellery. Jewellery is very hard to clean, and hides bacteria and viruses from the antiseptic action of the alcohol.

• Ensure hands are visibly clean (if soiled, follow hand washing steps).

• Apply between one to two full pumps of product, or squirt a loonie-sized amount, onto one palm.

• Spread product over all surfaces of hands, concentrating on finger tips, between fingers, back of hands, and base of thumbs. These are the most commonly missed areas.

• Rub hands until product is dry*. This will take a minimum of 15 to 20 seconds if sufficient product is used.

* Hands must be fully dry before touching the patient or patient’s environment/equipment for the hand rub to be effective and to eliminate the extremely rare risk of flammability in the presence of an oxygen-enriched environment.
Hand washing:

• Wet hands with warm (not hot) water. Hot water is hard on the skin, and will lead to dryness.

• Apply liquid or foam soap. Do not use bar soap in health care settings as it may harbour bacteria that can then be spread to other users.

• Vigorously lather all surfaces of hands for a minimum of 15 seconds. Removal of transient or acquired bacteria requires a minimum of 15 seconds mechanical action. Pay particular attention to finger tips, between fingers, backs of hands and base of the thumbs. These are the most commonly missed areas.

• Using a rubbing motion, thoroughly rinse soap from hands. Residual soap can lead to dryness and cracking of skin.

• Dry hands thoroughly by blotting hands gently with a paper towel. Rubbing vigorously with paper towels can damage the skin.

• Turn off taps with paper towel, to avoid recontamination of your hands (Note: If hand air dryers are used, hands-free taps are necessary).

Pentagon mulls assistance to Darfur peacekeeping force & SPLA
August 27, 2009 (WASHINGTON) — The US Department of Defense (DOD) is considering sending advisers to assist the African Union – United Nations mission on Darfur (UNAMID), according to a news report.
The US based Inside the Pentagon (ITP) newsletter quoted Vicki Huddleston, the new deputy assistant secretary of defense for Africa as saying that the Pentagon hopes to offer advisers mainly on logistical issues.
This would be similar to a decision by DOD taken to provide advisers to the U.N. mission in the Central African Republic and Chad (MINURCAT), Huddleston said.
In late July, president Obama special envoy to Sudan Scott Gration told US lawmakers specialized intelligence and reconnaissance capabilities will be needed as peace process in Darfur progresses that could be coordinated with United States African Command (AFRICOM).
However, such a step would likely face stiff resistance from Khartoum which had vehemently opposed any non-African units as part of UNAMID.
The US State Department is eyeing around eight individuals from AFRICOM to help with planning and command and control.
Gration’s military background may have assisted him in obtaining more cooperation from the DOD unlike his predecessor Richard Williamson.
In an interview with Reuters last March, Williamson said that he “found it difficult to get much cooperation from the Pentagon” adding that Gration “will be able to deal with that more easily” than he was able to.
UNAMID faces a long standing deficiency in aerial capability as the international community have been reluctant to provide helicopters to the mission.
Some countries are said to be unhappy with the UNAMID command and control structure while others fear hostile environment particularly in light of remarks made by Sudanese president Omer Hassan Al-Bashir in the past saying he does not want any “Westerners” in Darfur.
The possible military involvement of DOD in Darfur would be incorporated in the Sudan policy review to be released by the US administration at any time now.
“I represent an agency that’s only one small part of it [Sudan policy review], but I think we all hope that maybe by September we’ll see it roll out,” Huddleston said.
The DOD official said that Washington is “looking at how we can best work with the international community, the African Union, our various partners in the EU and around the world” in promoting a resolution to the conflict in Darfur and helping displaced people.
On the issue of South Sudan, the Pentagon disclosed that the US administration is keen on assisting Sudan People Liberation Army (SPLA) “transition from a guerilla force to one that can provide adequate defense capabilities for its people and territory,” DOD spokeswoman Lt. Colonel Almarah Belk told ITP.
“Professional military education and training for officers and enlisted personnel is one key aspect; an air defense capability might be relevant,” she added.
Some analysts in Washington believe that boosting SPLA’s air defense capabilities will deter the North from attacking to prevent by force the secession of South Sudan.
South Sudan is reportedly building up its military arsenal, including a controversial shipment of Ukrainian tanks last year, in secrecy to prepare for such an event.
In accordance with the 2005 Comprehensive Peace Agreement, (CPA) weapons to Southern Sudan have to be approved first by the central government.

The world's Largest Swamp, The Sudd, South Sudan


Although unfriendly, the Sudd is a wonder of the nature which deserves to be seen and experienced in person.

The Sudds size varies, reaching an incredible size of England during the rainy seasons. In addition to the abundant plant life, there is a wide variety of animals that live in the marsh including many types of birds, fish, hippos, and of course mosquitoes which thrive in the warm, saturated air.

The area is also home to the world’s largest swamp called The Sudd, covered by an expanse of lakes, lagoons and water plants. It is roughly 320km(200mi) long and 240km(150mi) wide, with dense aquatic vegetation which disperses the river into numerous channels.

Occupying an amazing 2 505 813 sq km (1557 040 sq mi), Sudan is the largest country in Africa. It consists of an enormous plain bisected by the White Nile River (Bahr al Jabal) providing huge water areas including Lake Fajarial, Lake Shambe and Lake No.

Asmara, 2 March 2009 - President Isaias Afwerki today received and held talks at the State Palace with a Sudanese government delegation headed by Dr. Nafie Ali Nafie, Sudanese Presidential Assistant and Head of Political and Organizational Affairs of the ruling National Congress Party. President Isaias assured the delegation that as the move being taken by the International Criminal Court (ICC) against President Omar Hassan Al-Beshir not only targets the Sudanese leader and the Sudan itself but also the entire countries of the region, Eritrea would not accept it and would stand alongside the Sudanese people. Dr. Nafie Ali Nafie on his part lauded the firm stance of President Isaias, as well as the people and Government of Eritrea in rejecting the ICC issue and the efforts they are exerting towards promoting a comprehensive peace and justice in the Sudan. In this respect, he described such a stance as “correct and courageous.”
Stating that the interference of the International Criminal Court would only aggravate the Sudanese issue in general and that of Darfur in particular rather than bring about solution, Dr. Nafie underlined that the ICC issue would undermine regional peace and prompt neo-colonialism in Africa. Moreover, the two sides reached understanding on continuing the already launched joint efforts aimed at promoting peace and stability in the Sudan. Meanwhile, the first official meeting of the Joint Eritrean-Sudanese Committee towards strengthening relations between the two countries has been conducted at the Denden Hall here in Asmara.
In the meeting, an understanding was reached on the speedy launching of development and economic cooperation between Eritrea and Sudan, besides undertaking joint strategic programs. Discussion was also conducted on ways of extending the necessary support so as to provide impetus to the positive steps taken so far taking into consideration that enhanced bilateral ties benefits both countries and the region as a whole. In the meeting at the Denden Hall, Dr. Deng Alor delivered a message from Gen. Salva Kiir Miayardet, President of South Sudan Government and Vice President of the Sudanese Government of National Unity, to President Isaias. The two sides conducted discussion on relations between Eritrea and the SPLM, developments in South Sudan, the Darfur issue and other Sudanese issues. President Isaias pointed out that as the Sudanese issues could not be viewed in isolation, all parties should avoid strategic perspective and temporary interest and strive for promoting Sudan's strategic interest, unity, stability and equality, and thus a comprehensive solution should be sought for the Sudanese issue. The two parties also assessed that the agreements concluded earlier between the PFDJ and the SPLM did not make significant progress as envisaged despite the prevailing goodwill on the part of both of them. In this regard, they agreed to exert efforts towards developing the historical and strategic relations and cooperation between the two organizations.
Dr. Deng Alor told a local journalist on arrival in Asmara yesterday that there exists a good relation between Eritrea and Sudan and lauded the leading role Eritrea is playing towards resolving the Darfur issue. Noting that countries that play positive and practical role would participate in future dialogue aimed at resolving the Darfur issue, the Sudanese delegation expressed conviction that Eritrea would continue its active role. During the past 20 years, relations between Eritrea and the Sudan witnessed ups and downs. What is the current status of the relations? Could you explain Eritrea’s position regarding the policies of the Sudanese Government of National Unity in general and the issues of South Sudan, Darfur and East Sudan?

At the Conference of the Sudanese People’s Initiative towards Peaceful Resolution of the Darfur Issue which was held recently in Khartoum, I had raised two important ideas. Sudan today is at a cross road. Under the prevailing circumstance, it is well known as to what our relations with the Sudanese central government, the NIF and later on the Popular Party, as well as other forces in the Sudan. What relations we maintain with the SPLM? How did it develop? It is a long story. The main issue is that Sudan being in a cross road, our policy towards the country is that we do not want to see it getting engulfed in an endless quagmire and civil strife. Based on this strategy, Sudan should get every support we could afford. A situation of conflict and civil strife in that country does not benefit t the Sudanese people and that of the region as a whole. Hence, all our attention and strategy should be geared towards this. But what do we mean by being at a cross road? After all the years of conflict in the Sudan, an agreement was signed in Naivasha, Kenya, between the SPLM and the Sudanese Popular Party. With all reservations, we hoped a positive outcome might be borne from the Agreement. In the hope that the Naivasha Agreement would bring about peace and stability in Sudan, we decided to positively engage with full capacity in the process. However, the situation did not proceed as we expected. Within three years since the signing of the Agreement, the situation further deteriorated. The responsibility, however, does not fall on the side of the South or North Sudan or that of the SPLM and the Popular Party. The developments taking place in South Sudan represent very dangerous ones that could lead to more crises. The details are many. Viewed at from the political, economic and security angles, we could say the situation is going out of hand. Who might be harmed from the situation? Over the last three years following the signing of the Naivasha Agreement, with all the distrust, hatred and accusations, the amount of money provided to the Government of Southern Sudanis not small. The Government of Southern Sudan has received more than five billion dollars of its share. Where has this amount of money gone? What change did it bring about? If we ask how many roads have been constructed; to what extent has the supply of potable water being made available, what health service has been provided, what job opportunities have been created, development and investments projects implemented in Southern Sudan? The answer is definitely none. Instead of perusing unity, ethnic and clan divisions became rampant. Instead of good governance, a corrupt system has been established. This is an alarming situation. I do not want to explain it in figures. In what position has this placed the Naivasha Agreement, the overall situation in the Sudan, particularly South Sudan, is really upsetting. Things have to be rectified. To this end, the core problem has to be identified. There is nothing that could be done by hiding the problems. This is one issue. After the Naivasha Agreement that was believed to bring peace and stability to the country, the Darfur crisis followed. In the past few years, an AU peacekeeping mission was deployed to Darfur which failed to accomplish anything. Then the UN came into the scene which further complicated the situation. As a result of all of this, the situation in Darfur is going out of hand. You could not foresee an immediate solution. The splitting up of the different factions is growing; the interference of external forces is on the rise leaving no room for domestic initiative towards tackling the problem. We could say the situation in Darfur is worsening with each passing day. The prospects for lasting solution are far from showing any positive trend. It requires more and serious effort. Within the past eight years, the Bush Administration’s interference to destabilize and to foment conflict in the Sudan has been enormous. The target of the external interference is the instability of Sudan and its people through creating animosity among the country’s citizens. Hence, the interference of external forces has further aggravated the situation in the Sudan. Besides, the situation in East Sudan has not progressed either as expected. However, it is not comparable to that being witnessed in South Sudan and Darfur. What is our policy regarding this? We do not want to contemplate over what transpired in the past. The territorial integrity and sovereignty of the Sudan should be respected. The central government of Sudan, with all its setbacks and challenges should be supported. The stability and peace in Sudan is to the interest of our region. The problems in that country should be handled and carefully scrutinized sector by sector and issue by issue. Otherwise, creating further fragmentation of the Sudanese people that could be beyond resolution, leaving aside the main issues and concentrating on minor cases that would eventually complicate the situation, will not benefit the people of Sudan and the neighboring countries. The problems have to be evaluated with their objective reality without perusing for personal interests. The different forces in the Sudan should put aside their differences and work for viable solution. On our part, we are working towards reconciliation of the different factions and the normalization of relations between Chad and Sudan. Other friendly countries are also working to this end. Our stance regarding mitigating the problem in Sudan will never weaver with the regional and global political changes. The end result is to be seen in due course.

Excellency, what is the level of external interference in Sudan? What is the real problem in South Sudan? Is it the Naivasha Agreement; is it internal problem or the interference of external forces? Could you give us an insight on the real cause?

This is a big issue that could not be easily articulated. The Naivasha Agreement was signed for realizing self-determination on the part of the people of South Sudan. The people of South Sudan beginning from Sudan’s attainment of independence in 1956 until the signing of the Agreement have been marginalized and sporadic armed opposition has been witnessed. The Naivasha Agreement was an important step forward. We had reservations regarding power-sharing and allocation of resources. With all the reservation on the philosophical, legal and practical aspects of implementation of the programs designed during the transitional period and later, we had the conviction that these would be rectified through time. John Garang had a big influence on the organization. After his death, a huge gap was created in the SPLM. It does not mean that there was clean and efficient direction during his leadership. There was unfinished political process which was underway that led to the signing of the Naivasha Agreement. The situation that we observed later, the division of the people on the basis of clan and ethnicities is the creation of external forces. The political development that was on the process was not finished and the organizational structure that was supposed to consummate the process was also not solid. The amount of money that was squandered in the name of the Agreement within the short time since its signing is substantial. According to the figures we are familiar with; it has reached an estimated 6 billion dollars. One would expect that such an investment would help South Sudan to achieve significant development. But the amount has disappeared without a trace because of corruption due to the existing political vacuum. Although the corruption is byproduct of the political status quo, it further aggravates the situation and creates more division, thus making the solution much more difficult to achieve. Relations between Meatemer and the SPLM, instead of improving over the past 3 years, it has brought further conflict and rift. Some claim that South Sudan will be divided. But what will happen if it is divided tomorrow. It will be a stateless chaos, with no unity; it could become a bizarre display of sectarian violence. We would witness the same thing that is happening to the Central African Republic. The neighboring countries of South Sudan, due to the fact that they want to make use of developments in the region to their advantage, do not contribute anything towards helping solve this dilemma. It is obvious what would happen to South Sudan and its people if it is divided. But considering the domestic issues of South Sudan, interference by external forces would further complicate the issue and entail huge consequence. The issue calls for constant attention and follow up, and this is the basisof our foreign policy regarding the issue.

Let’s go back to the topic we raised earlier as regards relations between Chad and Sudan. As you have mentioned earlier, Eritrea has been striving to solve the problems between the two countries. Taking into consideration the complications external forces are creating, what could we expect as regards developments in Sudanese-Chadian relations? What would be the effective approach to tackle this problem?

Yes, there might be different opinions regarding this issue, but the solution should emanate from shared views and direct dialogue with the concerned parties. The problem in relations between Chad and Sudan is connected with the situation in Darfur. How did the situation in Darfur become a complicated issue? Has the Central Government in Khartoum anything to do with this? We could raise the aforementioned questions and discuss the matter, but the situation has assumed a complicated phase where the concerned parties are engaged in counter accusations and the involvement of foreign powers has complicated matters and has even been aggravated into conflict. So instead of focusing on the main issue of Darfur, it has become a conflict between the two governments. Both sides have their own reasons and their own justification, but this mainly concerns them. However, this is obvious and clear to us, and thus if Sudan is to enjoy lasting peace the Sudan-Chad issue should to be resolved first. The conflicts that had evolved as a cause needs to be averted. Hence, relations between Chad and Sudan as one issue by one side and the situation in Chad by the other side should be resolved one by one and again together as one issue. This requires the goodwill of both concerned parties. On top of this, it needs honest and candid parties of reconciliation; it calls for candid mediators. So far, the parties that have been engaged in the reconciliation of the two parties have been abusing, misusing and exploiting the issue. Neither to bring any solution to the Darfur case nor to resolve the conflict between Sudan and Chad, what is the case here then? It simply shows that tackling the issues at hand was the least concern of the reconciling parties. What is the motive behind Washington’s interference in this case? Or any European countries for that matter? Especially the countries that don’t want the stability of Sudan, this is a big opportunity for them and they are using such an opportunity. But despite all this, we have been working relentlessly to promote stability in the Sudan. It is our duty to offer what we can towards normalizing Sudanese-Chadian relations or promote solution of the Darfur issue. Lately, there emerged a note from the International Court concerning the Sudanese issue. Despite its legal irony, what is the message they are trying to convey through this? This is a ploy designed to expose Sudan to permanent crisis. This is not aimed at securing justice or guaranteeing human rights for the Darfur population, nor is it aimed at directing the future of Darfur along the correct path. By all standards, this has nothing to do with Beshir either; the whole thing is but an attack directed against the Sudanese people. We can raise a number of questions in this regard: What are its legal aspects? What is it based on? How did they initiate the issue and do they have concrete evidence for this? How many lives were lost in this conflict, what is the number of casualties here? Why is the Darfur case so important to them? Is it because the degree of the catastrophe is so intense here compared to other incidents around the globe? Or is it because this holds a special appeal to their interests? All these have their own answers. But ultimately this is not all to contradict Beshir but to put Sudan in permanent crisis. When still the Naivasha Agreement is under implementation, when it is clear to everyone that there would be challenges in the implementation process, and when the Darfur situation has not yet been directed along the right path of reconciliation, when there still prevails the situation in East Sudan and when the general situation in the North is still in as it is, I don’t see why they are so insistent on resolving the issues in Darfur or protecting the right of the Darfur people. What is the preoccupation with this issue? If we should ask the impact of this in undermining the political structure of Sudan and the overall outcome of this on the people of the country and how many more lives it is going to affect? If we should contrast all that has been going on, in all measurements looking at it from both political and legal standpoint, this is unjustifiable. This is a challenge and despite the political differences they have, the people of Sudan should work against this because it affects them in every aspect. Our stance on this is clear and we have voiced it on numerous occasions. Thus, any developments that might arise in the future would be looked at from this policy and it would be possible to attain the desired goal. The situation between Chad and Sudan should hence be considered side by side with Sudanese issue, which by the way should be given increased attention.

As you have already made reference to, the International Court has charged Beshir with ‘crimes of genocide’ and has demanded that Sudan should hand him over. What do such institutions stand for? Who administrates them? How do they operate? What is the stance of the Government of Eritrea regarding such issues?

This is a very broad topic. We could raise questions such as what the origin of such institutions is or who funds them? Do they really know the law or are just mere messengers? Do they stand for justice or have some other hidden agendas? If we look at it in different angles, this was initiated by the Security Council. Invisible elements that pushed the Council to initiate this was the United States. The Bush Administration has orchestrated it. When they announced that genocide has been committed they were merely making a political statement not because they were concerned about the number of casualties or the war that was going on. It is not possible to debate whether genocide has been committed or not or the fact that the situation was getting out of hand. The reality on the ground is sufficient testimony. But right the moment the situation was studied whether genocide has been committed or not, it was announced that it was a genocide attack. The reason behind this is political in nature. And due to some political interests, the issue was escalated just like that not because there was a concern about the situation of Sudan or to relieve the people of Darfur from their miseries but due to some political interest. This was used as a means to exploit the situation in Sudan so as to achieve some hidden agendas. Thus, the Security Council was used as a means. If the Council is really interested in resolving issues, how come its decision on the Eritrea-Ethiopia border issue that was passed six years ago has not yet been implemented on the ground? How come the Security Council failed to address the Somalia issue? Why is the Council specially interested on the case mentioned above? This leads to the conclusion that in this case there is some hidden political agenda behind and they are using this opportunity. The plan behind all this is to hold Sudan hostage using the issue as a pretext. The situation would continue as long as they get what they want and they will realize it by exploiting the situation in the Sudan. So, by appearing to master the situation in Sudan, they are delaying a possible solution so as to pursue their agenda. By securing their stay in Sudan, they are attempting to exercise their agenda on the region. This is the policy that the Bush Administration has been pursuing. This is not a matter of law or lawlessness; it is not a matter of justice or injustice either. These so-called human right advocators are simply a symbol. What are they trying to highlight by saying the genocide in Darfur is the most terrible act as compared to other atrocities committed all over the world? Why has it drawn international attention? These quarters could claim to be ‘impartial’ or advocates of the rule of law and justice and that they are ‘independent’. But from what we have witnessed over the past 20 years or even before, we can tell who manages these institutions. Whom does the Security Council serve or by the same token the other international organizations for that matter? And who controls the World Bank or the IMF? Who brought the so-called human rights activist organizations? How did they originate? And from where do their staff members come from? Who pays and gives them orders or work directives? Various documents could be referred in connection with these matters. But generally speaking, the intention to bring Bashir to court is conspired for the purpose of realizing different hidden political agendas. If they are really fighting for human rights or working to solve or to look on matters of genocide, why don’t the so-called organizations do something to verify the allegation. You might put aside the issue of bringing somebody to justice. However, why does one bring another obscure problem that would further complicate the prevailing crises? It is really baffling to talk about these so-called organizations. If you look back into history to identify the origin of the NGOs, it is not difficult for anybody to find out the real truth. I can only say that the latest information being disseminated about the origin of such organizations or their staff members is enough for someone who wants to have a clue. There is no new thing to talk about them.

Choice of Being a Second-Class Citizen

With claims that some tribes or parties are receiving second-class treatment in Southern Sudan and a drastic response from the GoSS/SPLM promising to continuingly tackle the problem it is very surprising to find grumbles among some trying desperately to give bad impersonation to the GoSS/SPLM and pretend to be supporting freedom of the South. However, such claims might be surprising but may not be new in Sudan's political era. Historically, and still today among Sudanese political traditions, the bedevilment of tribe against the other tribes is considered to be the most effective way to persuade any political agenda. More likely, most people who are pursuing the fight against corruption and tribal confilicts today, are in vogue purposes. In my analysis, they are promoting Bashir's agendas and have chose to be second-class citizents of Sudan. That is their real venue.

Giving president Bashir's double sided negotiations in the morning of Feb. 24th, "of which he lounched a combat in Malakal on the side and talked in Juba on the other side" reveals that tribal clashes are one of his most used wepon to force the unity. It is very clear that he negotiated " in a way" that SPLM should work to wards unity and that Southerners cannot control themselves on their own. This claim is also being delivered by some other factions in Diaspora and from inside Sudan through news and forums, youth groups and women leagues to campaign as far as widely he can be. Thus ICC's peculiar fear mellowed his strickness to seek SPLM help, he also doubled up his efforts and used double balded sword, unprecedented efforts. As a part of this campaign, he also recruited and funded a wide range of factions who impersonated SPLM or independency but continuingly complain of bad governance of the current administration or claim the change in GoSS. These factions will never satisfy unless president Bashir satisfies and approve the carry out of the GoSS. These factions will never stop grumbling untill they are defeated by the SPLM or prevailed by Bashir.

As I conclude Bashir's compaign in word "Unity", he is not any where near unity. Bashir and his alike, the Northerners had never wanted Southern partnership but the wealth and Islamization. I believe if Bashir had ever wanted to unite Sudan, he would have impressed the SPLM. But, we don't have to talk about the "Unity" because that is not what he wants. Bashir have never intend to impress any one, and that includes Dr. Bona Malwal, Tang, even those of Sadiq Elmahadi for that metter. At least I know Dr. Malwal was the one who impressed Bashir with his undeclared agenda. Bashir's concerns at this time are clear to everyone, the Oil. So, we should all know that these factions' efforts to claim the Southern freedom are vogues. I believe they know that, I believe they are only looking for batter financial and managerial positions which is the only thing Bashir can offer. President Bashir agenda is not new, has not change, it is still in the same stage of old Sudan.

Dear brothers and sisters,

I admit that we are a competitive nation and should not rely on CPA compliancy. We can understand how southerners rushed to compete the SPLM when Bashir offered a very atractive compensation on the mentioned mission. But that is a fight on vogues purposes, that is a distortion of the historical facts and we should at least reconsider our avenues. Most importanly, we should not abondond the dream of the South. I am sure that there are rooms to contain every one who may only be interested in materials. The south can still contain you and welcome you even if it is on the last minute. I garentee from my analysis, that every one can prosper in the free south. It is a chore of GoSS to work with us, and we work with them to maintain a healthier and prosperous life. I am sure you believe in the current administration capabilities and that they are the best of all time.

Complaining about what GoSS/SPLM has done or not done, spent or not spent, said or has not say may come down the pike. This is not about the avenue our generation has to walk, it is about the management control, rights and life improvement. SPLM has done a termendous job and achieved to change at least the presedency, wealth sharing, self governing and the army so far. SPLM brought the change, actually, forced the change in Sudan.

SPLM is structured not of any of these Bashir's games, not of any of old Sudan where chances were made available only to those who may inherit the power from either their chiefs or politicians parents, it is structured of hard working, dedicated ordanary people of the Sudan. They made sure that every posible right is provided, that was the purpose of struggling. Unfotunately, when SPLM came to the power, they inherited so much of governing deficit. Do not forget also that most of the old Sudan's leaders are still living and partially governing. Most of CPA comissions did not work properly because of the resistance of Old Sudan. So I urge that we exemine the situation and give some times for change to take place.

We all love to inspire and help achieve what ever we feel right for us, though not only we achieve them, but achieve them with excellency. The only difference is what type of goal that we achieve regardless of who achieved them. I admit that the road to the free south is difficult, but please know also that it as hardest to the ememy more than to us. That should lift our streangth and push to the new momentum all the time.

I want to inform you that I am intending to encourage every SPLM office or chapter to do local and civilian system that can fight prejudice, crime, terrorism, campaign any other entities, promote and defend CPA and it's implementation. Base on experience I faced last year and few years before, I detected ways that may help prevent any other incident that may happen to anyone else or SPLM/A forces as seen in Malakal incident.

This way which I call it SPLMhood Watch System is a system that stimulates civilian to detect and protect the overall peace in the neighborhoods and countries. It is being used in the USA and UK and other countries to fight crime, drug lords and other community's trouble makers. It is walking perfectly fine and being embraced by many countries.

SPLMhood Watch System should be a selected voluntary prejudice prevention group in the country with unlimited members.It seeks an active partnership with the governments, the community and other partner agencies, working towards the same aim:To reduce prejudice, terrorism and disorder, the fear of assassination or character assassination, improving quality of life, making SPLM communities safer to live anywhere around the glob.SPLMhood Watch groups assist to achieve this aim by: Sharing information about local prejudice, terrorism and crime against SPLMReporting suspicious incidentsTaking prejudice prevention measures to protect their jobs, homes and possessionsTackling local issuesLooking after their members’ freedom, population, suspicious sneaks especially when they are unaware.Through working closely with the SPLM HQs, SPLMhood Watch schemes can cut prejudice, crime and the opportunities for unexpected combatsAssist in the detection and apprehension of criminals "paid terrorists, paid lobbies and Militias" through members providing information to the GovernmentReassure members of the SPLMEncourage closer communities and tribesSPLMhood Watch scheme will give SPLM members the confidence and power to work with the local authorities to tackle local issues, CPA agendas and generate a sense of one spirit.

How to get involved with SPLMhood Watch System
If you are interested in setting up a SPLMhood Watch scheme in your area, please follow these simple steps.
Talk to your neighbors to gauge the level of interest in your area. Although there isn’t a minimum limit on the number of members required to start up a scheme, it is important that there is enough interest in the area to keep the scheme active (most schemes consist of no more than twenty)

Contact your local SPLMhood Watch Liaison Officer who is already been made available from SPLM office to give advices. Arrange a meeting inviting those who would like to be involved with the scheme (the SPLMhood Watch Liaison Officer, or a GoSS representative, should also be present at this initial meeting) – depending on the number of attendees this meeting could take place in your home, a local hall or even at your local restaurant

A Co-ordinator will need to be elected to act as the link between the SPLM/GoSS and members of the scheme. In order for the scheme to be successful it is important that the Co-ordinator is motivated and enthusiastic and, although it needn’t be an onerous role, this individual must be prepared to volunteer enough of his/her time to ensure that the scheme is properly organized and relevant information is shared amongst the scheme members.

Meet Co-ordinator, the SPLMhood Watch mascot to apprehend the enemy
Co-ordinator, always believed to be the first watch mascot and should be a person that to the job delicately and with high degree of intelligent'. A person that could encourage both adults and younger members of the community to do the job. To do the project of a person that is targeting peace of any SPLMhood, simply;Projects and information is cascaded down to a local level through the members of this group, providing a link between communities and the SPLM/GoSS, and a means of getting feedback about what is happening ‘on the ground’ in different parts of the community, county, state..etc Then expose any activity that in anyways does not agree with the laws or the CPA system. In the case of delinquencies, people have to hire others for costume and apprehend the targeted person. Here are some important steps:

Share information and locate source of their power and manage to make it a public funds if possible.

Target their creditability and distinguish it. Prevent them from sharing in community resource and funds i.e getting employed by SPLM and SPLM affiliates.

Target their general resource and the source of their momentum.

Help develop their week side on daily bases i.e drinking, smoking habits so that they are more week and dependent.

That would eventually lead to be the participants dependent and help apprehend them.

Help to paranoid them in all aspects of life have them confused even on themselves i.e never believe what ever they say (if the said I am a black man say no you are no, you are a brown man)

Encourage others to not believe them no matter what.

Finally, be friendly to them by entering their lives through encouraging what ever they love most i.e If they love to be poplar, then bring people to them and at the same time you know what you are up to. Develop a good relationship so that you know where to target. Never ever let them lead any direction what so ever. Be the leader

It is a time for every one in the field to making preperation for what is being used around the glob.

First, everybody including Minister Deng Alor wants Bashir in jail. The 12 months does not clear him from the charges. It's only postponed it.
Secondly, Dr. Frances has lots of concerns about Abiey. He is in the middle of the United Nations in New York. Has good connections with both SPLM and Khartoum. His existence plays a profound role. He talks with all the authorities about Abiey. It is something that we do not know.
Abiey people should rally behind him for some point, but believe that SPLM will never abundant Abiey no mater what. We may all die in Abie, so know that there are no worries.

Dear Deng Biong,

I assume that Mr. Lino Wor talked on behave of the SPLM, also Mr. Deng Alor did not say anything that SPLM does not know. SPLM is a complex entity. One is pure and the other is forced by the CPA agreement to be in between. Minister Deng Alor is representing the entire Sudan which its highest boss is Bashir. So, and as agreed, some 1/3 from SPLM are to be forced to support the agreement and some 3/4 for Bashir.

The most common thing for some one like Deng Alor to ask, would be to extend another 12 months. I assumed SPLM agreed for that. I would if I was in the SPLM leadership. Also don't forget, we are still in one country. Any records that comes to us will not be differentiated by Western Society until we fine a new common ground one day. Something that would bypass oil "our line of communication with West at this time is oil or terrorism" God only would know what what could exceed that.

So let us not mass the chance.

Unfortunately, we are administered by an ignorant world. The only way we can come up with a noticeable conflict, would be our extraordinary performance, nature, or in any other way that is making difference. But, since we don't have one, let us just trust our government (the GoSS) and help them through this difficult time. Let them create as much as they could. When they go wrong in our understanding, let us just use the benefit of the history that they made. And that they went through all kinds of bedevil. We should believe that they will get us out in the long run no meter what happens.

They know what they are doing, they know where to go, they know more than us, believe that

Brother Peter,

I don't think there is such government in Sudan where you get position if your father was a colleague of the man in the power. I don't think even Bona Mawal will hire you because your father was his colleague. People get hired only if they are qualified and are seem to be dedicated to the parties that in need.

Secondly, because you just want to get that money either from Bona Malwal or Salva Kiir, (as you said) you are making mass in this forum. Nothing good you could do if you do not put money as a secondary option. You will always be speaking out of your pocket and not out of your mind. I don't think that is what you really want, so please revise your priorities.

Those people you just compared me with are actually doing good. Akuie Bona and Moses Ajawin are Ambassadors, Mobor Garang is running a great business, but what am I doing? I did not want to blame anybody or compare myself to Begin with. You have missed it all brother. What I said is that I'm like many other brothers and sisters in solidarity, are victims of supporting freedom. Yet I will never alter my beliefs because of money. I volunteered to do so. That is how SPLM should be, that is how we can build our own nation. Those who want money will go and look for money but they will at the end still die and leave nothing behind but bad names.

Brother, you want to fight for money go ahead but I chose to fight a good fight that will remain even when I die.

You didn't know that you where actually waiting here in the Diaspora in Vain,you should have heed to Salva Kiir,called for the Diaspora to go back home a work.Had you gone back home early you could have gotten yourself a good position in the information ministry in Juba and a good salary plus a scholarship to Britain or South Afriva like those of Bgor Aroul Garang and Ngonk now in Britatan on scholaship through Aweil cronies in Kiir-Administration in Juba.

Guem,

It's always a good idea to have a justified Sudan, but let me tell you this; South Sudan is capable of managing herself. This idea was put into the mines of Southerners to not believe in themselves, to not get away with the wealth given to them by God. It has never been any body's idea that South Sudan can not govern themselves but Khartoum. Let me give a very common example; if you build a house and manage it financially, would you let rival be the judge of your daily activities?

Most importantly, Southerners have noticeably been governing themselves well, better than Khartoum for that matter. Khartoum is in mass more than South. Look at Darfur, Omma Party, Democratic Union, Islamic Front, Communist, Elbaath, Nuba, Eastern Sudan, and all of other parties, all have no common ground. We in the South in general have common ground. Yes there are obstacles but are not made by Southerners. They are made by Khartoum.

Sudan People Liberation Movement brought peace, democracy and prosperity to Sudan as in general, but people deny that because they're resisting freedom and prosperity. It hurts when Southerners themselves are the ones that diminshing or not advertising their capacities. Instead, they sayings things that were planted by Khartoum.

My Friend, we may not have enough power, but South is the lead of Sudan now. Unfutunatly, our power have been highjacked by Khortoum. Believe it or not, SPLM leadership believes a complax vission and Khartoum knows that, you should too. So, when we talk about unity, we should talk about harmony and justice first, not who qualifies.

Should we have harmony in the long run, then we could still come back just as Eastern German did. Nothing is wrong with that. By the way, Germans united after so many resolutions were made and as a consequence, they united.

Do you know why Sunday? Because most of now days people talk from the outlet of their pockets not the outlet of their mouth. You may not believe that big people are sold out. Uncle Bona/Bashir have done a good job around. (Money talks baby.)
I could have been a one of them, a over pwered one if I had eccepted the underground or downlow communication. That is why my charector has been assasinated and have been on road running with no help over last three years. SPLM does not care. They only cared about SPLA. I did not have a ground at all to finish my education nor to have a job to begin with. No body cares.
Dear beloved SPLMers, be carful of the SSDF, the are well equipt financially, they have most good jobs and as in political motivation they could get you where ever you want providing that you lobby or support them publicaly. That is why you see those of Peter Karlo, and others making their debt rapidly. Unfotunatly, time will expose you all. My advise to uncle Philip Ajak Boldit, is to clear himself since he is in SPLM side of workforce.

After all, SPLM was based on volenreering mission. I do not need anything nor should anybody. That is where we make difference. We do it because we want to have our land and with no questions ask.
So do it and do care of anyone else. Do it with no going back.

Previously SPLM Diaspora was an icon of political identity to many of us; it even captured the attention of non members. I also do believe that the party could have taken the role of educating the masses about democratic proves such as voters education...

Preserve Our Hight

I think if GoSS prevents early merragies (girls between 12 to 17), we could continue to be number one tallest nation in the world. Little girls get marriage before completing their growth and as a result, they end up short. They also care that structure to their new borns. Their hights get diminshed by our own inhumane desires. Unfutunatly, that may kill our hight slowly. In the long run we will not be a tallest nation no more.

In todays World where everthing turned to be chemically implemented, even our daily food became artifitail, we ought to be careful of changes of the structures our bones and preserve our basic genetic elements.

So please, help preserve our hight, save the nature of our grandfathers. Sientific studies should be coducted and new merriage laws should be enforced.

GoSS should protect the humanity, the rights of our women and the general rights of our natural structure.

Sudan dismisses Beshir ICC charge as 'rumours'

Sudan has dismissed as "rumours" reports that its president, Omar al-Beshir, would become the first sitting head of state to be indicted by the International Criminal Court in connection with alleged war crimes in Darfur.
The ICC had been expected to make a decision on issuing an arrest warrant as early as this month after chief prosecutor Luis Moreno-Ocampo in July accused Beshir of genocide, crimes against humanity and war crimes in Darfur.
But after The New York Times reported Wednesday that ICC judges in The Hague had decided to issue an arrest warrant for Beshir, a spokesman for the court retorted Thursday: "At this moment, there is no arrest warrant."
"When we have something to announce, we will announce it. For now, there is nothing to announce," ICC spokeswoman Laurence Blairon told AFP.
"No decision has yet been taken by the judges," the ICC later said in a statement.
"The rumours are aimed to spoil the Doha talks; that is why we don't consider them," Sudanese foreign ministry official Mutrif Siddiq told AFP, referring to Qatari-hosted talks between a Darfur rebel group and the Khartoum government.
In Doha, the head of the Justice and Equality Movement (JEM), the most active rebel group in Darfur, called on Beshir to give himself up.
"I advise Beshir to turn himself in, voluntarily," Khalil Ibrahim said, adding that he would welcome any arrest warrant for the Sudanese president.
"If Beshir does not turn himself in, no doubt, we will arrest him and hand him over to the international court," Ibrahim said.
Ibrahim, whose JEM last year launched an unprecedented but unsuccessful attack on Khartoum, said that a warrant would "not affect the peace process, neither in Darfur nor in Sudan, nor will it affect Sudan's stability."
Sudan has been seeking to garner international support to fight the accusations, with the Arab League and the African Union both saying formal ICC charges will not help the situation in Darfur.
Khartoum has also in recent weeks hosted senior officials from China and Russia, both of which have veto rights as permanent members of the UN Security Council which has the power to defer a Beshir prosecution for one year, renewable.
Thursday, the UN Security Council held an informal session with Arab League and African Union representatives who made a new pitch for a one-year deferral by the 15-member council of the ICC case against Beshir, under Article 16 of the Rome statute that created the court in 2002.
AU envoy Ramdane Lamamra pushed for the 12-month deferral, arguing that this would not undermine justice in Darfur, Japan's UN Ambassador Yukio Takasu, the council chair this month, told reporters.
Several diplomats said after the session that supporters of such an option did not have have the nine votes within the council necessary for adoption of a deferral resolution.
They said only six council members: Burkina Faso, China, Libya, Russia, Uganda and Vietnam backed a deferral.
Sudanese officials, including Beshir, have always insisted they will not cooperate with the ICC, saying that any allegations of crimes in Darfur would be dealt with in Sudanese courts.
"It's clear Sudan is not a party of the ICC. Whatever the ICC does it is not affecting us," Siddiq said, slamming the charges as "politically motivated."
UN chief Ban Ki-moon on Tuesday urged Khartoum to act "very responsibly" if an arrest warrant is issued for Beshir.
The UN chief said that whatever decision the ICC reaches, "it will be very important for President Beshir and the Sudanese government to react very responsibly and ensure the safety and security" of UN peacekeepers in Darfur and protect the human rights of the population.
According to the United Nations, 300,000 people have died and more than 2.2 million have fled their homes since rebels in the western region rose up against the Khartoum government in February 2003.
But Sudan puts the death toll from the six-year conflict at 10,000.

Bashir to be Arrested

Dear all,

This is not an easy thing for Sudan. I hope SPLM and all the other parties should intensify their efforts to prepare for this one. What I am saying has nothing to do with whether I support his arrested or not, but we should all prepare to prevent any other random chaos.
I have a confidence that our party the SPLM is in right track and will overcome this difficult time. I have come to know that the power invested in President Salva, SG Pagan Amon, and the entire SPLM worth the challenge and will prevail.
We are all behind you and do not back no bloc.
Here come the very serious time to step forward or disappear in the darkness of defeat. It is your choice to make the name SPLM what it should be.

I agree with you, but my point slightly by passed the level that you argued.
The New Sudan slogan, as far as the self-determination concerns, does not affect South Sudan negatively nor would it make any difference to what we really want. If South Sudan is granted an independent state, then it will not be because we claim South Sudan or New Sudan. It will be either we failed to live under one state or it was an ultimate choice of the South to separate regardless of whether we make unity attractive or not.

There has never been any part of the New Sudan manifesto that claims not the separation of the South. Separation has always been a one of the goals. As a matter of fact; it has been the ultimate goal of the New Sudan. In my understanding, in order to have the free South, we need some friends, true friends "Those who suffered the same prejudicial governance, those who may believe in our goals and had walked or still walking the walk with us" I believe that is how we have achieved the CPA. The CPA is now a document that is owned not only by the Southerners or New Sudan, but also by the entire Sudan. Together we were able to get it started and together we shall make it to our goals individually.

We all know that these few years already showed what has left to be done. My argument was that if Uncle Bona is despising the SPLM because he has a better offer which is a separate state, then he is claiming a very pitiful difference. SPLM already by passed that level and is preparing for an independent state.

Just as an observation, the New Sudan slogan still firing its bullets up to the date but South Sudan's are silenced. That is how New Sudan slogan is so useful for us. That is why Uncle Bona is fighting it for the benefit of Khartoum.

Peter, I did not mock Uncle Bona; rather, I applauded him for the new way of talking. I've almost read all his new writings and have never read anything like that. I also used the very same way asking for blessing of what I thought was different. There is nothing, literally, disrespecting his personal life in my statement. It is only in your thoughts, otherwise.

Giir, if New Sudan is a compromising factor as long as the independence of the South Sudan is concerned, then you are at wrong side of the southern interest; new sudan is not saleable. All costmetics supposed to made this girl attractive (borrowing Dr John's sayings) have not been applied and the changes of doing that are remote. If SPLM and NCP have spent four years; since the signing of CPA, without making the unity attractive, they cannot do it in the remaining two years. Just forget it and let us celebrate our independence in advance. General Secretary of the SPLM Cde Pagan Amum recorded it to day in all the Newspaper in Sudan, that South will vote 99% for separation. This is the horse mouth saying it. New Sudan will be borne through the independence of South Sudan.

Please do not think that our uncle Malual-dit is mocking God,he is a true devoted Catholic .And I have witness him several times attending mid-night mass services on Christmas eve in St.Mathiews Cathardal church,in down town Khartoum, for many years.
And beside lets us all respect the spirit of the free democracy ideals in a multi -parties parliamentarian system.
However we all knows that SPLM-party ,is now major party with a large numbers of follows,because fought the brutal for a long and it had came out semi-victorious in the Southern Sudan.Since the day it brought as the CPA,on Jan,9,2009,that comperhensive peace agreement,that was soak with the blood of ,2- millions dead Southerns, for almost ,21 ,years of our lives.
Therefore this sem-victorious SPLM-party,actually now need a strong opposition party in the Southern Sudan Nation.So that the SPLM-party, can be in a strong position to competes with the other strong opposition parties on equal footing in the political arena and political theater of the South Sudan.Or else it will look like the SPLM-party, is actually exercising a one political party dictatorship system.
Just look at the two major political parties of e,g,the Democratic and Republican parties respectively here in the USA.The two parties always competes against each other in a well developed democracy and good advance governance system,with out dictatorship. That is why we had president Obama,currently ruling as the first Black African American president for the whole of the Unitet State of America.

The question of the separation of the Southern Sudan,has already been sovled by the CPA,where as the whole Southern Sudan,is given the right for self determination in an international supervise referendum in year 2011and its sealed.

Therefore Uncle Bona's party, can say what ever they wants ,which its party think that is concerning the independence of Southern sudan.And I think that is their freedom of speech and their to exciser their rights in a free political expressions ,especially at this current time following the signing of the CPA.

You must also not for get that uncle Bona-dit,was a one time an adarent supporter of the SPLA/ Movement ,Way back Before his falling out with late Dr.John Garang.And also Uncle Bona,too use to belongs to the Southern Front party,that was advocating the independence of Southern Sudan,through self-determination.

Therefore I even support his candidancy if he real wants to runns against Mr.Kiir,for the GoSS presidency,in the coming general election of 2009.He is actually free to do that with out he wants to do peacefully and politically .Provided that his opposition political dose no cause any troubles with the SPLM-party .
And the SPLM-party,must really be now open to accept free democratic competion in a free and fair general electing this year in July. The article below reminds me of the disappearance of my 17 page article which was lost in October of 2008. I wrote that article when I was in jail. The article was meant to be forwarded to GoSS Mission, Washington, DC for help in posting but, it has never reach DC and also never come back. When I read between most of these lines I see my own wards that were directed to SSDF as in defense of SPLM.

However, I am trying to question or respond to few things here, hoping that the claimed Youth of SSDF may want to reconsider their position in their upcoming convention. After all, the article was sent out in purpose of debating the SPLM.

I do not think that there is prove of how the SPLM is threatening the Northerners or other Southern parties as Dr. Malwal puts it. SPLM is a partner of NCP and other parties including SSDF for all the last four years. That is a concrete prove to shaw that there is harmony among all political parties in Sudan.

How would you want an independent state from Khartoum while you are well supported by the North? The right of self-determination was and still being fought by the Southerners. It is not taken for granted yet. Since the SSDF does not want to confront Khartoum in anyways, how would they bring the self-determination? That is the very same thing that led Dr. Machar and Lam Akol to retrieved their way back. What would be new in SSDF tracks? I think the result of such a relationship may again end in either of the following two predictions; 1/ When SSDF gets fat up and stop taking no more lies, they will recover at a very narrow stage and ask the forgiveness from the SPLM. 2/ Khartoum will either deny the authenticity of any claim made by SSDF, or force them to join the army if they fail. Is that the thing we really want to drag our people into again?

Giving thanks to Khartoum because of having higher seats has never been a good thing for the South because it was not from favoring we achieved those seats, it was a right that South claimed in more than 50 years of efforts. We in the South, are still looking for more than these few seats. These are our plain rights that make our every morning a short of a good relationship with Khartoum. In another word, we in the SPLM are the ones that will never let Khartoum get away with what does not belong to them.
I did not detect any new step or goal of SSDF towards implementation of the right of self-determination except that they are pitifully claiming South Sudan instead of New Sudan.

For what it worth, I am glad that Uncle Bona is using divinity language...calling almighty God.. may God also use that in return to bless South Sudan by giving what is right for all. Perhaps to save any postponement of today's conflict for an other more generations to start or give more life again for the same reasons that we have already achieved today.
